CSV Download to MySQL Database using PHP

I need a PHP script that can be automated with CRON Jobs. The PHP script will have to do the following: 1. Download a remote ZIP file containing a CSV File. 2. Unzip the file. 3. Transfer the first row only to Table 1 of the database. 4. Transfer all other rows/columns of data from row three onwards to Table 2 of the database. I have attached a copy of the zip file with the csv in it so that you can see what needs to be transferred (please note the zip file will be located on a remote server so the script will need to incorporate the ability to download the file from a remote URL). This process will need to be automated and run (via cron jobs) several times a day so the script will also need to delete the previous zip/csv file and empty the information from both Tables of the database before uploading the new data. We also have a bigger project coming up that you may be interested in - will be posted on GAF soon. The successful bidder of this project will get preference on our next project if the work is done well.
