Develop a website -- 2

I am looking for a freelancer to help me with my project. My project is website to be developed with blog post, commenting, signup, editorials etc. The platform for website should be based on Joomla cms website with html, javascript, jquery, bootstrap/css, mysql etc The site is like speakingtree.in. Additionally, user should be able to signup and login and should be able to post private questions to author apart from ability to post public questions/comments. If the user wishes to post private question, he must signup and login. At least one social login to ease the signup process. The site should have all features like speakingtree.in. Any customization or inputs will be on provided on the go while development of project. Please alter the design layout and theme a little so it stands out. I will not provide any template or images. Please put some dummy text and images as placeholders where required so I can change it later using CMS. I am expecting good quality and responsive site. While reading the blog post or article or anything relevant on site, a button "Ask private question" should be displayed all the when user is reading the article. User can choose to post public comment/question or private comment/question. This doesn't mean users cannot comment on article publicly. They can comment publicly as normal as a blog site works. Likes/Share/Favorite option is provided as Icons I am expecting good quality and seo optimised & responsive site. I am happy to pay a fixed priced and my budget is ₹5000 - ₹20000 INR. Payment will be done through freelancing site only.
