It would be helpful to know if you have already selected an extension and want to populate information through that extension or if you have no specific extension for this project, in which case I would suggest using Seblod. Seblod is a free CCK ( content construction kit) for Joomla. It's maintained and they always deliver updates when new Joomla versions are released, thus allowing you to keep your site up to date. It also gives you flexibility for additional features in the future. The scope of my bid would therefore, in addition to the php scrip to process the XML file and populate the table to install and configure Seblod so that users can query their information. It would be useful to get an idea of volume and frequency. How often do you need to process the XML file? How many records in the file? How many clients?
