Optimise and speed up wordpress site

I need someone to speed up / optimise my wordpress site.
There is long response time before pages start to render, ie. when i click, it takes a few seconds of spinning before going anywhere - once it gets on the page, the content loads very quickly.
I suspect it may be all the code in our header.
I cannot solely rely on caching as we have a multi-currency store and need users to be seeing the correct pricing. Although I do use WP-rocket since it supports dynamic caching.
Those that know how to configure WP-rocket to work with a cookie-less domain for serving of images, css, js would be favoured.
1) Please do not say I need a better server as this is definitely not the case.
2) I'll pay no more than your bid - unless it is a bonus - if there is other works outside the scope of this project a new project will be created
