PHP Excel Downloader from multiple folders

i have a folder called "users" where each user has own "config" folder, following this each config folder has "exported" folder where is stored excel files. for this project i need a website working on IIS providing the "excel files" from each folder based in route of each one.
users/config1/exported
users/config2/exported
users/config3/exported
users/config4/exported
users/config5/exported
users/config6/exported
users/config7/exported
users/config8/exported......... etc
i need a php file that can list the excel files based in "config+#" so
[login to view URL] will list excel files from "config7" files.
Also excel files can be downloaded
is that possible?
