Upgrade current web application to current software & database standard with feature enhancement

As a continuation to 2nd phase of my earlier project "Need to make Web Application Work" below is what I'm looking for. Convert the project to MS .NET and SQL database technology with following. Looking to enhance the application on following areas. Enhance the look and feel of the web application with mobile friendly. Arrange question/answer/test page to look more professional with nice font and compact following good UI design practice. Reporting results page should have pass fail detector based on admin setting 80% or so. So when questions are set a field needs to determine if test is passed or fail. Results should have Email & Print certificate option. User should be able to register by them self in the portal registration page to create a free trial test id. Admin should be able to add Topic & Training material for specific user. Once user is passed corresponding topic should disappear from user dashboard. Fix insert add question. Current option stopped working for some reason. Admin Dashboard should display user, topic, no. of students completed a topic, etc as needed and to be discussed. User Dashboard should display when user logs in along with other current options. Showing topic assigned date time, No of attempt, pass fail, etc. to be discussed. Details page should be a popup window/or a page for the specific topic content which cant be copied, with move forward back button etc. with audio video play feature. Currently it displays only Question and details, but we need to make this page as a tutorial page for the related topic. Person who is already familiar with the applications as a part of earlier project are welcome to bid. I have a limited budget for this project and currently looking forward to make it fully functional.
