Developing & Build a tracking web application system

Hello World, I want a complete users tracking system for specific locations -I set in the system, AND I can use it for many & multiple locations- (ex: big field, building, conference halls, etc) based on web application and a small tracking device .. The System sections: - Users type: visitor & worker (employee, organizers, stuff, officers or what ever you call them). - Statistics: many type and only admin can view them. - Map maker: set the boundaries of the wanted location and point/area of interest ONLY inside it. - workers Registration form: accessed by admin ONLY. - visitors Registration form: for visitors ONLY. - Database: all users (both types) details. Here is how the system should go: 1- user open website, register him/her self and get a code -number-. 2- user's data get downloaded into the tracking small device (wristband, pin or anything else). 3- user collect tracking device. 4- user get inside the wanted place/building, Then the system start the tracking. 5- admin set point of interest in a map for the wanted building. 6- system's admin log in into web application to monitor the users movement ONLY inside the place that already setup in the system. 7- system provide admin by a variety of statistics (how many user, type of users -visitors or employee-, time spent at pre-setuped point in building map, most crowded point, how long did worker stayed in his assigned location, etc). - The system's admin can: * set max number of each type of users (ex: max number of workers is 10, max number of visitors is 50), so the system don't accept any more users after this. * draw a map -or something else, maybe use google map- of the wanted place & set multiple points or area, to track how many visitor went to this point/area and how long spend in it and what point/area had the highest number of visitors, etc. Also to see if worker left the point/area he is responsible for. * add other admins in the web application. * see different type of statistics. * see location of user -in case of visitor get lost or worker is not in his assigned location- Important & must-do note: for user -visitor/worker- to enter the building, the tracker must go to a scanner device on the door, then if the user exist in the system, the user MUST do a fingerprint registration for the first time ONLY to save his/her fingerprint in the system along with the rest of his/her data, then every time the user want to go out of the building he can come back again by his tracker & his /her fingerprint .. the purpose of this is to insure that this is the exact registered user (visitor or worker). So the procedure of entering the building is: ((scan tracker >> register/confirm fingerprint >> door gets open)). (!_!) The technical issue: I still did not figure out how you could track the users and link them to the system, I mean by what .. anyway, I believe that you guys already know :) .. That's all so far. Please write in your proposal: 1- How long it will take you to finish the whole system (Because I need it after 25 days) 2- Some examples of previous work to support you and help me to choose the best. (Similar systems/software or web application) 3- Your idea about the tracking device. (in my mind so far: keychain, wristband or pin. Tell me if there is something new in the world and I don't know about) 4- Approximate cost for tracker (if you know). 5- YOUR PRICE ...
