I need someone with experience in municipal culinary water systems in the US, particularly galvanized lines. I need someone with knowledge of "Best Practices" and "Abandonment" procedures or access to such information. I will need a report by a PE level engineer documenting "Negligence" in handling the line in question which was removed from service but left connected to the main line and meter and still under pressure so that is eventually ruptured. The report can be done by a non PE but must be of a quality that a PE will sign off on it. I also may be able to use a report by a Civil Engineer that is less detailed as a place to start. I need to document as many areas of negligence in how the City handles its lines, systems and processes as possible. Honestly it won't be that difficult based on what I have seen so far. This project can be broken up in pieces and paid for as it progresses. Example, a preliminary report of initial findings, then a final written report.
