First worker said he knows whats to be done. i awarded it to him inspite of the fact that there was a cheaper bid (cause the other person honestly stated he needs clarification) after winning worker asked q. i was busy with 3 other projects ... asked him to go thru project and the sample output. he said he cant do project and will cancel/ go to arbitration. he did not ... and i had to return this ... finally i started arbitration , did not give any more information ... he kept referring to the wrong file as the solution. finally turned out he changed this from an edit of existing to a fresh code - not what the user wanted! finally i had to set it right for the user (after being a week late - luckily the other projects were near conpletion - being handled by others ... i hope no one else has a such a bad experience. oh and u have to hear his religious views too. urgh.
