Design a thermal electric Cooler for a water dispenser!!

Resumen del concurso

We are looking to design a TEC to cool down about 3.0 liters of water from room temperature down to about 4 degree celcius. We would need a unit that is easy to do this and cheap to replicate to mass produce.
We have already tried this with an other person but didnt get adequate results and the pieces leaked etc.

So we would like you to build it and once it works and finalize we will pay you through freelancer.

We need a good qualified person and someone who can share there idea of how to get this done. the person with the best an simplest way for a mass produce set up wins and gets awarded the project

    please refer more to the pictures i have already got someone who designed a TEC unit but it was not mass producible and not FOOD GRADE SAFE! i forgot to say it needs to be FOOD GRADE SAFE!

    + What time to cool down a 3 liter "batch" might be acceptable?

    To add a comment: the cooling part is the easy thing. I'm more concerned about "ease of use", "design" options and electrical safety.

    What is the flow rate or time need to cool down the 3L? and also what room temperature you consider to be 20C ,30C ,etc?

    Please give the following data: Ambient temperature, water flow rate(for continuous cooling model only and for bulk cooling it is not required), whether it will be direct cool or place in a vessel(for bulk cooling)

    Which power supply is available for electronics you need?Whats room temperature and is it constant?How often is water poured in reservoar?Are there any limitations about board dimmensions and height?Do you need cooling temperature to be always 4 deg. or you need that to be adjustable?For now thats all i need to know.

      Power supply is for canada/ north america. I am not an expert in electronics.

      shape and size are typical water dispensers though there is a lot of room because the 3 liters are at the top of the dispenser!

    The most basic question: is the cooler intended to be stationary (some "reservoir" with a water tap) or do you consider some more "mobile" application with a pot/pitcher - e.g. alike some water cooker?
