Create cloud based backup and restore app

I would like an app that can be set to a certain time to do automatic backups of all installed apps and files. The idea is to offer 100mb of free space and then have different price tiers that offer different space options.
The app will need to have in app purchases so people can switch between the tiers and buy for them right in the app. It will also need to be setup as a recurring payment so they get charged every week.
I have more details and specifics but that is the base of the app.
