Analyze the fundamentals of renewable energy supply in the WECC as they apply to the California RPS

Our firm trades environmental and energy commodities in the Western United States and is looking to hire someone to complete a project where they access public sources of data to analyze the current and future supply/demand of renewable resources and Renewable Energy Credits in the WECC (Western Electricity Markets) as far as they are qualified in some way under the California Renewable Portfolio Standard to encourage alternative energy.
We would look to have you produce a report including a database of all current and prospective projects and qualification under the three bucket system of the California RPS. This database should include such information as: Project name, Owner, PPAs or other off-take agreements, REC qualification, COD, etc..
This shall be a work for hire product where all work product is owned by our firm once produced and all copies are destroyed by the contractor once created.
Please submit a project level proposal at a fixed price and with completion expected in the next four weeks or earlier. Ongoing interaction during the project with our firm to make sure the work product is what we need will be required.
If the project is completed as requested and of a high level of quality, it expected we would continue with other assignments in the future on a regular basis.
