Complete logo, graphics and Website desing for a consulting firm

I am starting a small consulting firm specializing in application of Information Technology for the healthcare industry. The firm is called HCIT+ (healthcare information technology plus) and I need help in creating a logo, and a snazzy website that makes the newly started firm look bigger and more professional than a one man show. I need someone who is good with layout, graphic design, colors and all the other "soft" skills that I lack. The websit will mostly be static content (that I am writting as we speak), with a home page, some testimonials that I want flashing in a repetative manner on a banner on the left, some more pages on services we offer, contact us, and news and presentations for our company. I can upload the word documet for content, but not sure how I can communicate what else i need on this site. Open to outsourcing to any country as long as you can communicate with me in English, and can do do the complete package, including web design, graphics and color scheme, logo design, and required database design so I can update the content when it changes without knowing any programming (word document)etc. etc. The only thing I can help with is content (and pay the money). I just started this new consulting firm, so I have no idea what should a budget for this work be, so I am choosing small to medium, but open to a different amount if you can educate and convince me that you are worth it. Would like to see some sample of your work before making the selection.
I am more informed and educated now, and realize that I need to do a better job of describing what I need. So I am going to close this and reopen another project where I describe in better detail exactly what I need with specifics. It may also be broken into two projects, one for the graphic design part of it and another for the website development part.
