Design Robust Ecommerce Site using OSCommece or CRELoaded

I need a robust e-commerce site built with OScommerce or CREloaded. I need this done quickly and with minimal costs. As such, there is a site that we like a lot that was designed on OSCommerce called www.alltvmall.com. We basically want this site, the design, the functionality, navigation etc., with minor modifications of course. Very important to us is an easy to use back-end for uploading products & promotions as well as good reporting. (Please note that we may want to use the same administration tool to populate another web site which does not have an ecommerce capability. So we would want an ability to use the same back-end for the second site.)
In addition, we have a customer that will gate to our site from theirs so we will need what they call a CO-Branded Mirror site. In their words :
"A few are criterea are specific to us and the use of the Star Card. Number 28 is really the only thing that distinguishes your regular site pages form the Exchange Mall site pages. Most put this information in a header above the regular page but some incorporate it in as an overlay to their regular page so it looks more finished. Most vendors mirror their current sites with these details added. Discount is not show by items. It is taken off at checkout in one lump based on total amount in the cart. Others show discounted price on each item. Some who offer a range of discounts depending on the item show discount by line item in the cart. There are lots of ways to do it as long as it is clear to the customer.
We validate our customers and refer them to you from one of the following URL/IP/Hosts. These servers are located behind our firewall so authorized customers can get to them. From our side customers do not see the URL only a referral short cut for example: [url removed, login to view];
