Build an "Employee Benefits" Landing Page and Website using Wordpress

We have a new domain that will be a single page similar to the attached file. This "Employee Benefits Gateway" landing page will have 2 primary links which are graphic images. One is an Employee Benefits Center site which I will outline below and the other is "My Personal Benefits" link which will go to another site to be provided later. This is being created for Henry County Medical Center and should have a similar look to their main site, [login to view URL] So fonts should be very similar and the colors should match using color picker.
When you go to the Employee Benefits Center (first image) it should have a top level menu with "Home", "New Hire", and "Employee Benefits".
Under the "Employee Benefits" tab we need the following pages:
- Health Benefit Plan
- Basic Life Insurance
- Buy Up Life Insurance
- Flexible Spending Account (FSA)
- Cancer Insurance
- Term Life Insurance
- Critical Illness Insurance
- Accident Insurance
- Short Term Insurance - Buy Up
- Medical Bridge Insurance
The Employ Benefits Center site needs to be a Wordpress site that is fully responsive. It should be located at \ebc subdirectory under the primary domain.
