Create a T-Shirt Design

We are having a family reunion and want to create custom t-shirts. See attached for the design. Specific details include:
• Targeted Tee shirt color is “safety green”
• Both sides single color (but front can be different color from back)
• The front doesn’t need much of a design treatment, since it’s a simple statement. design goal: making sure the font choice and layout (a) supports the I’m-think-I’m-cool mentality and (b) will be able to sell the joke – i.e., will look great when we are in a group, all claiming to be the coolest.
• The backside design of the shirt needs a simple but designed treatment with states not filled in, so families can choose to personalize with fabric paint or markers. The U.S. states that need to be included are Ohio, West Virginia, Florida, Arizona, California, Indiana and Washington (state).
Not sure if there's a way to make it look kind of fun or cool but to the extent it can be, that would be good. Please provide a link to some design samples, especially if you've done apparel designs before.
