Build a Website for a financial services startup

I love the design, look and feel of [login to view URL] and we require a website very similar to that (of course, with our own flavor).
To move on the award, we need to clarify the following:
1. In which language is the website written - we need an expert programmer and designer in that field.
2. We require a client portal at the back end, running in the cloud, which can be further developed. We are not sure what is currently the best tool for developing such a client portal and back-end, but it needs to have the same look-and-feel as the above-mentioned website.
3. Our domain is with Godaddy. But the site needs to be hosted by a third party - we need advice where to host it. But the hosting is not part of the domain. And we DO NOT require you to host it. Unless this is not possible with our preferred design as stated above
4. We require access to the site to make updates with blogs etc... including further development of the back end.
We will not look at 'auto-responses' - you need to answer the questions to be considered for the project.
