Create DragnDrop UI for product promotions C#/Javascript

The purpose of this project is to create a list of products that are being promoted along with of list of products being demoted. This two lists will be produced from a list containing all products. This will all be done through drag/n/drop. This is a complex project and my needs are specific. It will entail a medium level of skill for the UI and good Javascript and JQuery skills. Also the backend is in C# so that is a must. Entity Framework 6 code first is being used. Please see attachment zip for all details. I will only award this project someone with strong English skills via IM.
