Development of virtual sport betting site

I need to have developed a virtual betting site.
The idea with this script is that you should be able to create a new user or login, and bet on sport (Football/Soccer) matches with virtual money.
It should get the sport matches automatically every day from a betting site API, for example: Pinnacle Sports API: [login to view URL]
If you can find another API that you can work with better, then feel free to ask me about it.
From the API, it should be able to get the latest matches, from the most popular football leagues (La Liga (Spain), Premier League (England), Bundesliga (Germany) and Seria A (Italy))
There should be a subscription option, where you can buy VIP status, which gives you access to the leagues that you can't access on a free account.
You should also be able to subscribe to only one new additional league, for less price than the VIP.
There should also be a function to buy extra virtual points, (Pay 5$, receive 100 points)
When you create a new account, you should automatically receive 100 virtual points, which you can use.
If you have 0 points, you should automatically receive 10 free points the day after.

- You should know how betting systems works.
- You should know how to work with API's.
- You should know how to make subscription payments system, with Paypal and some other payment systems.
