Adwords Campaign for 20 Keywords/Landing Pages

I need a highly experienced PPC individual to help take the following website to the next level:

I'm looking for an individual that will do the following things for this project:
1. Research and determine the best 20 keywords to use for a local PPC campaign (Sacramento area). These 20 keywords should give me the best value for my advertising budget. In other words, I want keywords that are reasonably priced, but I also want traffic and clicks that will ultimately lead to sales. In addition, I also want to build in the option to extend the area of my PPC campaign with these same 20 keywords.
2. After the keywords have been determined and approved by me, then I need for this individual to write the content for the 20 corresponding landing pages. Once the content has been approved, I will then create these landing pages with the submitted content.
3. After the keywords have been determined and the landing pages have been created, then I will need this individual to know setup the Google Adwords account with these 20 keywords and go through the approval process so I can start advertising this website on Google.
For this job posting, I do NOT require and PPC campaign management services... All I require for the time being to the initial creation and setup of everything that I need to start advertising on Google.
