Creating a Ruby on Rails Library for ZUGFeRD

We are searching for somebody who writes us a library for creating ZUGFeRD invoices in Ruby on Rails.
ZUGFeRD is the new German/Eurpean standard for electronic invoices. It is a PDF/A3 with an implemented XML containing the data of the invoice.

We have the relevant information like Invoice Date, Invoice Number, Invoice Amount and so on from a web form and an already created PDF.
We want to either implement the data from the web form into the PDF or read the PDF and implement the data into it. The result shall be a ZUGFeRD Invoice.
This library shall be working with our Ruby on Rails system and change all the invoices which are entered into it.
