Creation of Betting Odds Website using XML Feed from Betbrain

Hi, I am not a programmer, so please excuse any technical ignorance.
I would like to know whether it's possible to create an odds comparison website using an XML feed I have of bookmakers odds provided by Betbrain. If possible, I would also like more information on the costs of the creation/maintenance of the site.
The site would need to be refreshed regularly using the XML feeds. The site should be similar to [url removed, login to view] & [url removed, login to view] in that it would compare specific odds and browsers would be able to select which bookmaker they would like to search. A forum and payment subscription section would also be needed. Also, a list of offers section would also be needed which could be easily updated by myself.
There would also be some other unique things about the site where I can go into more detail over PM.
