Convert to a responsive Website

We need a developer with the following skillset:

Web Design, .NET, C#, JavaScript, JQuery, HTML5, Bootstrap, SQL Server, Visual Basic - Overall should have experience/developed responsive site in .NET framework. Also experience in web design is important. This is a ASP.NET based website.

The website is already live - [url removed, login to view] we want to convert it into a new, responsive design. (see attached example)

Wireframes are prepared for 3-4 pages.
