Apache Linux EXPERT needed!

After hiring a third party company to "secure" my fedora core apache dedicated server, I am getting bad problems with my server (described below). Unfortunately, the company I hired does not know how to fix their own mess so here I am looking for a TRUE EXPERT.
Please DO NOT APPLY if you are not an APACHE / FEDORA CORE / DEDICATED SERVER EXPERT...i mean it...EXPERTS ONLY!
After a user browses the website for an undetermined
amount of time, a "The page cannot be displayed" error appears in the browser (all web browsers). The user is then denied access to the site (http AND ftp access) for anywhere between 15 minuted to a couple of hours, after which the site functions normally again. The strange thing is that while the site "seems" to be down for one user....another user accessing the site with a different IP address can see it no problem.
This is a serious problem for me and I need it resolved ASAP.
Again TRUE experts only please!
You must be able to communicate via either msn/icq/yahoo.

What you describe should be a fairly simple issue to fix as I've seen it before. I have 10+ years experience with Linux & Apache and can resolve this for you.
Actually depends on what it is. I'm going to ask you some questions, hopefully we can get this straightened out.
I have been administering linux/Apache servers for 7 years now. I would be glad to take a look at it if I cant fix it you dont have to pay.
