Desktop Application to fetch data every second from database

I want a .net desktop application created (admin & client version). This is for MCX Tips provider company.
Admin application is just to manage users who w'd be using this application and to manage several other features of the application.
Attached image shows a form structure for Client application.
There is a database (MySQL) in which every few seconds there will be Tips/Calls generated for different symbols. Now there are two approaches using which this data can be fed to client application.
Approach A: Client application will access and read from the database directly or indirectly(using JSON) every second (I know this is not a good approach, because there will be hundreds of clients who w'd be using this application)
Approach B: Whenever there's new record or new update in database, it will push it to all client applications. But I am not sure how can we achieve this? Probably using websockets/SignalR ?
I will give further details once I decide the freelancer.

1. There will not be any upfront payment or any milestones created.
2. To start with, you have to let me know your approach to develop this software.
3. Admin application will be designed and developed. Forms for client application will be designed. 25% payment will be released at this stage once you handover the source code to me till this stage.
4. Tips/Calls functionality in Client application is completed. Another 50% payment will be released at this stage once you handover the source code to me till this stage.
5. Daily/Monthly Profit calculation (Minor feature), Past performance (Minor feature) in client application is developed. Remaining 25% payment will be released once you handover final source code to me.
It's a pretty simple application for a seasoned desktop based .net developer.
