desktop/web message posting application

In need of an application that has a php web interface and a desktop alert popup.

It needs to be an open web application where visitors can post a paid message using paypal. When a message is posted online the desktop application needs to give a popup notification to everyone who has the desktop application installed.

You must be able to have three different prices for making a posts. For instance:

FREE, you can only post text

2$, you can post text and a clickable link

5$, you can post text a clickable link and add an image

These amounts you must be able to change in a configuration file.

Also I must be able to add banned words and replace them with ****** for instance.

Also before you are able to use the application you must register. Also before you can post you must register.

The administrator must be able to send messages for free.

Using the application is free only posting is paid.

I need this done within one week !!
