C++ Return Last File Date Function

I need a c++ function that will read the last line of the attached file ([login to view URL]) and return the date from the second field.
Specs:
1. The entire file path will be passed to the function.
2. The function should only read the last line not the entire file. This function will be used to read several thousand files. Speed is an issue.
3. The function should return the date as an integer in YYYYMMDD format. So, the return from the attached example file would be an int 20080228.
4. The program must compile in MS VC 6.0.
