Configure PHP Smarty3 and Codeigniter application to work with WAMP

An existing project that is running on a hosted platform is being moved to a local PC running WAMP for development.
It is a Codeigniter framework using Smarty3. Trying to run locally after setting the appropriate configurations the follow error is occurring:
Fatal error: Uncaught exception 'SmartyCompilerException' with message 'Syntax Error in template "application\views\header.tpl" on line 10 "<link rel="stylesheet" href="{$base_url}/resources/css/bootstrap.min.css">" unknown tag "private_print_expression"' in C:\wamp\www\backpackers\application\libraries\smarty3\sysplugins\[url removed, login to view] on line 665
Requirement: To get the application to successfully run locally.
PLEASE NOTE: You will need to remotely access the computers for configuration using Teamviewer and must be during the day hours of GMT+10 (Australia, QLD).
