Comments on HTML page

I would like to be able to have a "comment" function on my HTML pages, similar to that which is found with 'blogs'. For example, at:

<[url removed, login to view]>

there are articles and a "comment" link. If one clicks on the link, one can see the comments and post a comment.

For posting a comment, I would like a form similar to that at the bottom of:

<[url removed, login to view]>

except without the "website" field.

With a blog, when one posts a comments, there is a message printed out (e.g. "Comments are moderated, so will not appear until reviewed by the webmaster"). I would need a similar comment, plus ability to moderate comments (preferably an EMAIL when a comment arrives).

I would like the code for this to be in a separate file. So all I would need to add to a HTML page is a reference to the file.

I can see two approaches to this project. One is to write the code from scratch. Another is to simply use existing functionalitiy form an existing package (e.g. wordpress) and tie this into my HTML pages. So for example, I could open a topic in WORDPRESS to store comments, so if someone posts a comment it is stored in WORDPRESS and on my HTML page there is a reference to this to pull the comments.

My criteria for selecting the successful bid are:

- Price

- Simplicity and maintainability

To evaluate the second, please outline the approach that you are taken. As part of this please state if you are using an existing packages (and if so how), or if you are writting code from scracth (and if so, how much code).

I'm looking to use this on perhaps a 100 or so HTML pages.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
