Creating a coupon site

I need a website that highlights individual businesses and allows them to upload a customized (from a template) coupon each month. A business will also be able to have there own page that has a brief synopsis of their individual business, a short video clip about themselves and a downloadable coupon.

I would like to have the ability to only allow potential customers to download the coupon once per quarter based on IP address??? Also I need to be able to turn off that feature as the administrator.

Potential customers of the bussinesses will be able to search for businesses based on geography/ type.

The businesses will be able to pick 1 of 10 coupon templates by logging in and then changing the offer themselves whenever they wish..

It will also have a database to capture the prosepective consumers demographic information, and then once per month send the businesses the client's information that logged on and downloaded thier coupon. It will also keep track of the total number of downloaded coupons per business.

I will need the site to look nice and also have someone design 10 coupon templates

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
