Code two welcome/home pages for PHPFOX v2.0 script

I am looking for a web programmer to code two welcome/home pages for a phpfox v2 site. The first welcome page will be similar to www.riotvine.com. Similarily, I will need to add three or four city sections.
The other welcome/home page will be a 3 column home page similar to [url removed, login to view] I will provide more infomation about the different section/blocks that I will be needed for each column. Selected provider will also need to provide instructions on how to adjust the column widths.
Requirement: Provider MUST have current experience with PHPFOX v2 script. Otherwise, do not bid!
