Convert Excel based Sheets to PHP & MySql

I have a 5 sheet Excel document that I'd like converted into a good looking Web Application.
Here's what we'll need in detail.
1. The complete conversion of the Excel workbook to PHP. (This should not be too difficult as there is only very basic operations in the Excel sheet.)
2. The sheet has pie charts that must be available in the finished software.
3. Two tiers of an account. One will be a free account and the other will be a paid account that will include extra features not available in the free account.
4. Complete sign-up form for free account and paid account. (Paid account will be set-up with paypal payment.)
You must do the following to be accepted for this job:
1. Provide me with samples of your work. (At least 2 php & database applications you have completed.)
2. Explain to me in a PM why you feel you're the best for this job.
Note:
I will not pay for this job until it is completed. (I've had a few bad experiences in the past with this.)
