Creating 1 simple plugin for Classipress (ad upgrade) - start ASAP

In ClassiPress Wordpress theme, users can only upgrade their ads as "featured ads", in which their ads will be displayed on the homepage gallery. I want to add more upgrade options for the ads: TopAds (in this case the ad should be displayed and sorted on top of all the other standard ads), Highlight ads (Highlight the ads with a light HTML background), and Urgent ads (display urgent tag icon in the ad). Users should be able to select the upgrade option (featured, top-ads, highlight-ads, or urgent-ads) when posting an ad and when editing an ad. Each of these upgrade features will require the users to pay some small amount of money to upgrade their ads (between $1 to $2).They should be able to pay it using Paypal. Each of the upgrade features will have an expiry date set for it (will be set by the admin). For example, user A upgrade his ad and select the "Top Ads" feature for 7 days and he pays the required fees (i.e. $1). After 7 days, the system will send an email to the user confirming that the upgrade for this ad has expired, and his ad will no longer be displayed as Top Ads. Same thing applies for the Highlight Ads, Urgent Ads, and Featured ads. That's it !

This should be an easy task for an experienced wordpress and php programmer and will just take them a couple of days to implement it. If you know the in and out of the classipress, the better it is.
