Custom Checkbox Search Panel To Search Within My Database

Need a small Search Panel of about 20 checkboxes representing 20 characteristics, one checkbox for each characteristic. I'm databasing many different profiles, each w. a certain number of these 20 characteristics. By clicking on different combinations of these 20 checkboxes, Users can select profiles that have one or more of the characteristics chosen (checkboxes checked) and they will show up as search results. Does this make sense? Please ask me for clarification if not understood.

Which would be the best language,and why? Some that come to mind are: PHP/CSS/Flash/Java/etc.

I look forward to hearing how you think this could be done, it seems pretty simple.
