Advice & PHP script to create Subdomain in cPanel

Hi all, I am looking for someone to help me create the following.
I want to be able to create multiple subdomains in cpanel (via an automated script) and then give that subdomain url lets say "[login to view URL]" and for them to use to point their subdomain to via a cname
ie [login to view URL] CNAME to [login to view URL]
1) is it possible to use the subdomain as a cname with another separate subdomain?
2) create a php script that creates and binds the subdomain. The subdomain folder/path also needs to be set.
I assume < $150 all up

Although I think that point one needs a little clarifying, your project I think is definitely something that's do-able.
