Basic image checker script

With PHP, I would like a coder to create a basic script to achieve the following:-
1. User selects a website from a drop down list (domain names) and types in a username and submits a web form
2. The script opens the website page (determined from the first two variables) with fopen/curl etc. and brings back a list of images
3. The script then searches the image URLs in Google Images (with such feature)
4. The script can determine with moderate accuracy whether or not the image on the page is unique - if its unique it displays a message saying so, if its not unique it displays the URLs to pages where the images were also found
Not looking for an UI design, just the functional [url removed, login to view] a very tight budget but should be achievable as it shouldn't take a good coder that long to do.
