Create an Animation

I essentially need two things, A gif and a Jpeg of the gif. I am a gamer and I want a nice gif that has some effects to put on my streaming channel. I would like for the entire gif to resemble a restaurant sign (Examples below). I love the Las Vegas neon sign look, perhaps the neon's flicker or flash every so often(that's the gif part). It needs to have a transparent background so it doesn't disrupt game play (see Gamer Neon Lights for example). I want my Logo incorporated some how. It needs to have the following information:

Red Neon for the flames and boring, any other color Neon for "The" and "Chef"1. (My logo, either with or without my name in it)

Any color Neon2. Shoot me a friend invite! Theboringchef#1111

Twitter Blue Neon 3. (Twitter logo) @Theboringchef

Optional things to include that would look nice but could be to much:

Their green Color Neon4. (Kamcord logo) Kamcord Partner

Red and Dark Blue Neon 5. Now Open

Grey or white Neon 6. (Call of champions logo)

The sign design is open to the artist in colors, layout and design.
