Basic Website Design

I need a super basic website that can be developed in the future, but mainly something simple to start. It needs to be clean and simple, but somewhat attractive. I'm looking for someone to help me build a website where I can capture a person's name, email, phone, and a couple of other things for them to access information that will be sent out in an email info packet. I need this contact info auto dumped into a database that I can use to send out emails and letters. I also need to setup auto respond emails thanking those that access my website. Something very important is to be able to verify the email address before allowing access to the info packet. I will not be selling anything or doing any e-commerce on the website. In fact I just need this main homepage designed with the above features for now, no other pages. There will be no links leading to anywhere else for now. When they enter their contact info, I would just like an auto email sent out with a link they have to click to verify their email address, then have a follow-up email sent out with the info packet after the email has been verified. Nothing more on the site for now. I'm looking for someone to do this super cheap either way, but if they can wait for my new business to cash flow before I write a check, I might be willing to pay just a little more. Your choice. I just prefer to see your work before hand and there will not be any type of payment up front.
