Build an HTML template design and navigation menu

I need to make a WEB interface to configure one of our product. (Like a WEB Interface of a router)
I am looking for a freelancer that can propose and make the initial template for our interface (Header, Navigation Menu and few sample pages in HTML only. Designing all the pages content and the programming behind them will be done in a separate project. The project should be accomplished in the following steps:
1) Check our website to get our logo and see our corporate image for inspiration to build the template. [url removed, login to view]
2)Propose a template and make the initial concept
3) Make the navigation Menu all create an empty page for each pages of the menu. The menu and sub menus are attached in the DOC document. Make sub-directories for each first level menu item for a nice file structure.
4) check the attached 2 pictures that are from a competitor's product and reproduces the page content and put it in our pages: "Status/General" and "Device/Network" from our navigation.
I want our template to look modern and nice.. If you have an existing template in mind, you can submit a link of it with your bid.
