PNG Outliner

I need a program the can merge two pngs and draw multiple smooth outlines around merged image using edge detection and antialias smoothing to create smooth curves on transparent background. Should work similar to photoshop "stroke" feature.

Application should be written in c# or c++ and allow to adjust the thickness of each outline and color.

Attached, you will find 3 examples:
