Generating Excel with audio fields

We want to generate an Excel file with different rows and fields. One of these fields is a mp3 file different for each row.
For example the table with 5 fields would be:
Row1: Tom Smith 4 7 AudioFile1
Row2: John Smith 8 7 AudioFile2
....
Audio should be incrusted in Excel file from file server because this Excel file will be sended by e-mail so we shouldn't have no dependecies or access to computer file system that opens this file. We don't want to use macros to avoid security problems.
Developer should provide code and instructions but other proposals would be aceptable.
Audio Files are variable so we need a dynamic software solution to repeat the process many times.
We don't want to create a unique manual Excel file, it's a processs to generate different files with this method.
Please it's mandatory to explain a short introduction about how you would develop this process, software used, etc
We have a diferent number of files and data that we extract from database. We want to develop a process to extract info and one of these fields would be an specific audio for this row or data different to other rows.

The easier way is to use Microsoft technology (.net / C#) for it, if java is not compulsory. In case using java is must, we can use a combination of Apache POI and Apache Tika combination.
