Build a Website for COPAS Houston

COPAS Houston is in need of a new website and we are looking for someone to build the site, and possibly maintain it after it is finished.
We were leaning towards Wordpress to have the site built, but we are open to any suggestions. The Board of Directors really likes the Colorado COPAS website linked below, and we'd be going for that look, just not as fancy with the log in and all. We need to capture the information we have on our current site and put that into a better format with a cleaner design. The current page is static and doesn't load on some computers, so it needs to be updated with the times. If we can work off a template of some sort and you can help getting it polished, that'd work too.

We will have all the expenses in regards to the domain name, server, etc. covered. The main objective is to build a website similar to the one linked to above. If you have a preexisting design that you can bring over to save costs that would be preferred.
I've been seeing a lot of questions in regards to time-frame. There is not a strict deadline to get this project done, so if it takes two months to complete that is fine. The Board is looking for a quality website, someone with effective communication, and a great price. Thank you!
