Create Responsive Page Template for Wordpress site

Hi -

I'm using the Newspaper 6 Wordpress theme. I'd like to create a custom responsive page for it. Our site is located at [login to view URL] -

See the attached mockup. I've mocked up the different sections. Also, I show how the layout should change for mobile viewers. And just so I know that you read this, please begin your reply with the ridiculous word zebrafish.
