ADVICE from Expert in Publishing Android Apps in Chinese Stores (Tencent, Baidu, 360 Mobile Assistant..)

I need an advice from someone with long experience in publishing apps in chinese apps stores about the procedure and all the steps (checks) done by staff before publishing; way to get a licence or use the licence of someone else or finding people ready to publish apps for 3rd parties.
