Multiple opencart issues -- 2

I am working on an under development opencart site. There are multiple issues involved on this project . I would like to assign a job negotiate with price and then when complete start another project . Only freelancers need to apply . I am keeping the initial amount low as I want to choose perfect freelancer to complete multiple tasks
