Small E-Commerce Site with Design

Need a small e-commerce site for a new company doing online sales of t-shirts with various logos and slogans. Our customer has provided graphics for the items, as well as a company logo, both of which need to be incorporated into the overall design.
They have requested an "urban" style - brick wall, graffiti style text, etc.
We have Miva Merchant installed on our system, and it could be used for this project if necessary, but since the number of products will be relatively small (probably 10-20 items, ultimately with only 4 or 5 for starters) an less complex e-commerce program might be a better solution.
They'll need an administrative backend for maintaining their product inventory as well as receiving and processing orders. They would also like to be able to feature one or two products on the homepage, and they should be able to change the featured products through the backend as well.
They'll be accepting credit cards (which they'll process manually using their terminal) along with Paypal payments.
A few additional pages will be included (for which they've provided text content) but those should remain static - About Us, Contact Us, Shipping Policies, etc. - so we can handle any future editing of those pages for them without the need for admin capability.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
Unix server running FreeBSD and Apache. mySQL and Postgre installed for database purposes, or Miva Merchant can be used as the e-commerce platform.
