Solve Magento login and checkout, don't work

Hello,
I need to solve this issue urgently.
What happend is that i have a store in magento 1.8.1 and the onecheckout process don't works, when i try buy as a guest user, i go to final step but it doesn't place and order.
The same things happens when i try to access site as a registered user, just enter credentials but keep asking me for email and pass. And even if i enter bad email/pass the system don't say anything and just load again the login same page.
I have read a lot and i think this is due to cookies/session issue, but haven't figured it out.
The budget for solving this issue is 50US
Please provide detailed info of the steps you are going to procede.
