my cab file does not work

I have an OCX built with VB containing inside another OCX which I bought. I created a CAB with Package and deploy. I cannot instantiate the OCX on Any machine but the developers. I create a page with the lpk file, an object tag for the embedded ocx, and one for my ocx. I can Instantite the purchased control,but i cannot instantite my own control. I don't know what to do. I need to get this to work.
