Software to add a title to a video

I am sending videos to clients and allowing them to rebrand them. We tried windows movie maker but it's a pain. Here's how simple this should be...

Step #1 Open a WMV video file...

Step #2 Use a text tool to add a website or phone number anywhere on the video (the user must be able to position the next anywhere they choose) the user doesn't need a lot of text options but they should be able to choose from a few fonts and they should be able to change size of the text

Step #3 Export the finished product as a wmv video file

That's it! Don;t have a clue what this project should cost but would like it ASAP
