Apply Free Shipping After Discount Amount in Magento

Need some one fix a shopping cart rule bug. We have a free shipping shopping cart rule for order over certain amount. The rule should be applied after discount amount only. We have modified the collectRates function under Mage_Shipping_Model_Carrier_Freeshipping, but it does not work.
